🔴 Action Update: Formal Complaint Filed Over Commercial Parking on Barrow Close

The Barrowell Parking Committee has submitted an urgent formal complaint to Enfield Council and our local ward councillors regarding chronic, large-scale commercial pavement parking on Barrow Close.

Over the past six months, our narrow residential cul-de-sac has been heavily impacted by up to 10+ large commercial goods vehicles (such as 3.5-tonne Mercedes Sprinter vans). While Barrow Close has specific local allowances for standard cars to pavement-park, these heavy commercial vehicles heavily exceed London's 1,524 kg unladen weight limit for footway parking. They are also failing to comply with designated bay layouts.

Why we are taking action:

• Access Obstructions: Oversized vehicles are blocking the road and pavements, creating critical access issues for residents, visitors, and essential medical carers.

• Safety Hazards: Irregular parking creates dangerous blind spots for pedestrians, mobility scooter users, and parents with pushchairs.

• Structural Damage: The crushing weight of these heavy fleet vehicles is visibly damaging our footways and risking underground utility lines.

Barrow Close is a quiet residential community, not a commercial vehicle depot. We have provided Enfield Council with specific vehicle data and photographic evidence, and we have formally requested immediate Code 62 enforcement patrols to protect our street.

📌 The Root Causes of Our Parking Crisis: Why Barrow Close is Overwhelmed

Barrow Close is facing unprecedented parking gridlock. While our community features a mix of privately owned homes and properties managed by the Riverside Group, residents across all tenures are suffering from the same issue: parking demand now severely outstrips available space.

The Parking Committee has launched a coordinated petition directly to our local ward councillors, Enfield Council, and the Riverside Group management. We are demanding immediate intervention to address the specific factors that have fundamentally broken our local parking landscape:

1. Unofficial HMOs & Failed Planning Policies

Enfield Council’s shortsighted planning decisions have permanently altered the density of our neighborhood. A prime example is the property by the corner shop on Barrowell Green. For 100 years, this traditional 2-up, 2-down cottage was occupied by non-car users. The council granted planning permission to excavate underneath and heavily extend at the front, back, and above. This single property now houses multiple vehicle users requiring up to 5 parking spaces.

This trend is repeating. Multiple 2-up, 2-down properties are operating as unofficial Houses in Multiple Occupation (HMOs), housing numerous van and car drivers without adequate oversight, causing daily parking havoc on Barrow Close.

2. Commercial Vehicle Displacement & Local Footflow

• Barrowell Green Overspill: Large commercial van owners residing on adjacent parts of Barrowell Green are routinely displacing their corporate fleet vehicles and personal cars into our narrow close.

• Green Lanes Business Overspill: Visitors, staff, and service users from nearby Green Lanes commercial premises—including the new mosque—are increasingly using Barrow Close as a free car park.

• Bridge Restrictions: Recent traffic and physical restrictions placed on the Barrowell Green Bridge have squeezed the surrounding area, further reducing the overall pool of local parking spaces.

3. Our Solution: Free Dropped Kerbs for Accessibility & EV Charging

To alleviate the strain on our road, we are fiercely lobbying Enfield Council to grant free dropped kerbs for our elderly, frail, and vulnerable residents. Providing free vehicle crossovers will achieve three critical goals:

• Protecting Vulnerable Residents: It will allow frail neighbours to park safely inside their own gardens, securing essential close-proximity access to their homes.

• Freeing Up the Road: Every car moved into a driveway permanently frees up a scarce on-street space for other residents and essential visitors.

• Future-Proofing the Close: Multiple residents have stated that dropped kerb access is the single biggest barrier to installing secure home Electric Vehicle (EV) charging. Free installation will actively encourage and guarantee the community's transition to greener infrastructure.
